Ministry of Finance: DFS Organises Residential Training Programme for Registrars of DRTs and DRATs

The Ministry of Finance recently issued a press release on October 31, 2025 regarding Department of Financial Service (DFS) residential training programme for Registrars of DRTs, DRATs and others.

The Department of Financial Services organised a four-day residential training programme at Delhi’s National Law University (NLU). The training is scheduled from October 28 to October 31, 2025 at NLU, Section-14, Dwarka. It was meant for the Registrars and Assistant Registrars who work in the Debts Recovery Appellate Tribunals (DRATs) and Debts Recovery Tribunals (DRTs).

The main reason to organise this was to expose the participants to the essential aspects of the functioning of Registry and administrative issues concerning DRATs/DRTs.

This training programme covered several concepts, such as an overview of basic statutes, i.e., the Recovery of Debts and Bankruptcy Act, 1993, the SARFAESI Act, 2002 introduction of the Insolvency and Bankruptcy Regime in India, and Service Rules. It also covered noting and draughting techniques, Pay fixation rules, the Departmental Promotion Committee and Seniority Rules.

The expert speakers also covered topics such as record management, CCS conduct rules and disciplinary actions, government financial rules and procurement, the Right to Information (RTI) Act, the powers of the High Court and Supreme Court, the e-DRT project, and the process of scrutiny during the training.

The participants also expressed their satisfaction with the variety of topics covered during the training and thanked DFS and NLU for organising the programme.
