MCA Issues Office Memorandum on Manpower Arrangement for Newly Created RD and ROC Offices The Ministry of Corporate Affairs (MCA), Government of India, has recently issued an Office memorandum (A-11/1/2024-Ad'II-MCA), dated October 27, 2025, regarding the manpower arrangement for newly created Regional Director (RD) and Registrar of Companies (ROC) offices. According to the circular, the Ministry of Corporate Affairs (MCA) has decided to create and reorganise several Regional Directorates (RDs) and Registrar of Companies (ROC) offices across the nation. The purpose behind this action is to improve efficiency, curb workload, and ensure better regional coverage. The circular says that the official Gazettee Notification will soon be published to formally establish these offices and allocate their areas of jurisdiction. The MCA has made temporary arrangements until these offices are completely established and made functional. Hence, assigning existing RDs and ROCs to take additional charge of these new offices. The following is the list of 10 Regional Directorates (RDs) that are being established with new headquarters: (l) Establishment of Regional Director, Northern Region Directorate I, Headquarters at New Delhi. (2) Establishment ofRegional Director, Northern Region Directorate II, Headquarters at Chandigarh. (3) Establishment of Regional Director. North-Western Region Directorate, Headquarter at Ahmedabad. (4) Establishment of Regional Director, Western Region Directorate I, Headquarters at Mumbai. (5) Establishment of Regional Director, Western Region Directorate II, Headquarters at Navi Mumbai. (6) Establishment of the Regional Director, Southern Region Directorate, Headquarter at Chennai. (7) Establishment of Regional Director, Southwestern Region Directorate, Headquarters at Bangalore. (8) Establishment of Regional Director, Eastern Region Directorate, Headquarters at Kolkata (9) Establishment ofRegional Director, Northeastern Region Directorate, Headquarters at Guwahati (10) Establishment ofRegional Director, Southeastern Region Directorate, Headquarters at Hyderabad. The following is the list of 10 new Registrar of Companies (ROC) offices that have been established: (1) Registrar of Companies. NCT of Delhi-I, at South Delhi. (2) Registrar of Companies, NCT of Delhi-ll, at Central Delhi (3) Registrar of Companies, Haryana, at Chandigarh. (4) Registrar ofCompanies, Uttar Pradesh-1, at Kanpur. (5) Registrar of Companies, Uttar Pradesh-ll, at NOIDA. (6) Registrar of Companies, Mumbai-1, at Mumbai. (7) Registrar of Companies, Mumbai-ll, at Navi Mumbai (8) Registrar of Companies at Nagpur. (9) Registrar of Companies, Kolkata-l at Kolkata. (10) Registrar of Companies, Kolkata-ll at Kolkata. Since new offices do not have their own infrastructure, budgets and staff, the MCA has directed existing offices to manage their work temporarily. For Regional Directorates (RDs): (table) For Registrar of Companies (ROCs): (table) Regional Directors (RDs) are allowed to use their delegated powers under para 11 of the Transfer Policy to manage Junior Technical Staff (JTS), Senior Technical Staff (STS), and Group B staff for new offices or smooth functioning with the following manpower arrangements. In case of manpower requirements, ROCs may request their respective RDs for the same. Any other related or follow-up action not specifically mentioned in the circular should be taken proactively by concerned offices (RDs, ROCs, or MCA sections) without waiting for formal approval.
