Telangana Govt. Issues SOP to Prevent Issuance of Multiple GST Orders on Same Issue

The Office of the Commissioner of Commercial Taxes has issued a Standard Operating Procedure (SOP) regarding the prevention and rectification of multiplicity of Orders for the same cause of action/issue, period and taxable event under the TGST Act, 2017.

The Telangana Commercial Taxes Department had been noticing for a period that the Telangana tax officers were issuing multiple notices or orders for cases based on similar issues, similar periods, and similar taxable events under the Telangana Goods and Services Tax (TGST) Act, 2017. Meaning, taxpayers in Telangana were receiving multiple notices or orders on a single issue, which was a major problem that needed to be corrected.

On this issue, the Telangana High Court heard two writ petitioners (WP Nos. 20731 & 24077 of 2025) to understand the issue and directed the Telangana tax authority to take preventive steps to correct this problem.

Therefore, in response to the orders of the Telangana High Court, the Commissioner of Commercial Taxes, Telangana, issued the present Standard Operating Procedure (SOP) [CCT’s Ref. No. LIV(2)/33/2025], dated October 14, 2025, to prevent and rectify such mistakes legally using Section 161 of the TGST Act in the future.

Officers must delete duplicate tax demands, report to higher authorities if revenue is affected, and ensure transparency by informing taxpayers.
