DGTR Final Findings Support Anti-Dumping Measures on Epoxy Resin Imports
The Ministry of Finance (Department of Revenue) recently issued a notification on November 17, 2025 regarding the import of Liquid Epoxy Resins.
In the case about Liquid Epoxy Resins (the goods being investigated), which come under tariff codes 3907 30 10 and 3907 30 90 of the First Schedule to the Customs Tariff Act and are imported into India from China, Korea, Saudi Arabia, Taiwan, and Thailand, the government’s designated authority has completed its investigation.
In its final report, issued through Notification No. 06/24/2024-DGTR on August 18, 2025, the authority has come to the following conclusion:
- The goods were sold to India at prices lower than their normal value, which means they were dumped.
- This dumping has caused material injury to the domestic industry in India.
- The imported goods are being sold in India at prices lower than the domestic industry’s selling price, which is undercutting the prices of the domestic industry.
Therefore, it has recommended that India should impose anti-dumping duties on these imported goods from the concerned countries to protect Indian manufacturers and prevent further injury to the domestic industry.
