Finance Minister Launches GSTAT in New Delhi Today to Simplify Tax Disputes in Capital

The Union Minister of Finance and Corporate Affairs, Smt Nirmala Sitharaman, has today launched the Goods and Services Tax Appellate Tribunal (GSTAT) in the capital city, New Delhi. The finance minister says this action has been taken to ensure jargon-free decisions in plain language; simplified formats and checklists; digital-by-default filings and virtual hearings; and time standards for listing, hearing, and pronouncement.

GSTAT is a major step in India’s journey to simplify the GST system and provide a dedicated forum for resolving tax disputes. The New Delhi GSTAT launch was attended by the Union Minister of State for Finance, Shri Pankaj Chaudhary; the President of GSTAT, Justice Shri Sanjaya Kumar Mishra; the Minister from the State of Haryana, Shri Rao Narbir Singh; senior officers from the Department of Revenue; officers from State and Central GST formations; eminent members of the legal fraternity; and representatives from trade and industry.

Smt Nirmala Sitharaman highlighted that GSTAT is not just an institutional turning point but also reflects India’s commitment to continually improving and reforming GST. She emphasised that the GSTAT will focus on clear, jargon-free decisions, simplified formats, digital filings, virtual hearings, and set deadlines for listing, hearing, and pronouncing cases. This move has been taken to reduce legal delays, simplify processes, and enable faster cash flows for businesses, particularly MSMEs and exporters, while ensuring citizens feel the benefits of the tax system.

She explained that GSTAT is a natural extension of the GST framework. At present, the first appeal in any dispute lies within the tax administration. Now, whether the original order is from the Centre or a state, the second-level appeal will converge at a single, independent forum. This reinforces the principle of “One Nation, One Forum for Fairness and Certainty”, building on the earlier vision of “One Nation, One Tax, One Market”.

Shri Pankaj Chaudhary stated that this is not only a capitalisation of a new system, but it also aims to make reforms more robust that have been endorsed by the honourable Prime Minister, Shri Narendra Modi. These reforms are aimed towards making the country’s administrative system more transparent, empowering citizens, and strengthening businesses.

Justice Sanjaya Kumar Mishra underlined that the Goods and Services Tax Appellate Tribunal will play a crucial role in clearing pending GST appeals and establishing precedents for future cases. The cooperation between the Central and State Governments was key to setting up GSTAT promptly, he said.

The Finance Minister asserted that the GSTAT in New Delhi will operate through a principal bench and 31 state benches across 45 locations, ensuring accessibility nationwide. Each bench will consist of two judicial members and technical members from both the centre and the state, ensuring balanced expertise and impartial decisions.
